On February 21, 2022, the Russian Federation recognized the independence of the DNR and LNR and signed treaties of friendship, mutual assistance and cooperation. On September 23-27, 2022, referenda on accession to the Russian Federation were held in the Lugansk People's Republic and the Donetsk People's Republic. The residents overwhelmingly supported accession to the Russian Federation. On September 30, 2022, in the Kremlin, President of the Russian Federation Vladimir Putin and the heads of the DNR and LNR, as well as the heads of the Civil-Military Administrations of the Kherson and Zaporozhye Regions Denis Pushilin, Leonid Pasechnik, Vladimir Saldo and Evgeny Balitsky signed treaties on the accession of these territories to Russia.

The Donetsk People's Republic (DNR) is a constituent entity of the Russian Federation. The capital is the city of Donetsk. The population of the DNR is 2.2 million (2022). The territory of the Republic is covered with numerous spoil heaps, grain fields and landscape parks. There is a major port on the coast of the Azov Sea; the territory of the Republic hosts the largest industrial complex; and the earth’s depths contain huge reserves of coal and lithium. The Republic is one of the largest industrial regions of the world. The key industries are coal mining, ferrous metallurgy, and coke-chemical industry. Also well-developed are mineral salt mining, chemical industry, heavy engineering, and production of construction materials.

The postage stamp features the Saur-Grave memorial complex, the Cathedral of the Transfiguration of the Savior in Donetsk, the Toretskaya mine spoil heaps, roses planted in the cities of the Republic, and fields of wheat.

The Lugansk People's Republic (LNR) is a constituent entity of the Russian Federation. The capital is the city of Lugansk. The population of the LNR is 1.4 million (2022). The economy of the Republic is based on coal mining, metallurgy and agriculture. The industrial potential of the region is fulfilled thanks to coal mining, machine building, metallurgy and chemical industry. The production of construction materials makes progress owing to vast reserves of mineral resources (limestone, sandstone, clay). Agriculture is represented by grain growing as well as vegetable and sunflower crops cultivation.

The postage stamp features the Monument to Soldiers Liberators in the city of Lugansk, a Novodruzhesk mine, a temple complex of glorification of the Passion of Christ in the nunnery in honor of the Holy Royal Martyr Grand Duchess Olga of Lugansk.

In addition to the issue of the postage stamps, JSC Marka produced First Day Covers and special cancels for Moscow, Donetsk and Lugansk, as well as maxi-cards.
