Fyodor Savelyevich Khitruk (1917–2012) was a Soviet and Russian animator, director and a translator. He was a People’s Artist of the USSR.

He worked as an animator and director at Soyuzmultfilm in 1948–1983. He debuted as a director with an animated film The Story of a Crime (1962). In 1960, Khitruk directed and wrote screenplays for such films as Toptyzhka (1964), Boniface's Holiday (1965), Film, Film, Film (1968), and many more that won prizes at various international festivals.

Fyodor Khitruk created the Winnie-the-Pooh trilogy in 1969–1972. He was an artistic director at the Multtelefilm studio in 1980s. 

In 1993, Khitruk together woyj Yuriy Norshteyn, Andrey Khrzhanovsky and Eduard Nazarov founded the SHAR Studio, an animation school and studio in Russia.
