Every year on April 12, the Russian Federation celebrates Cosmonautics Day, instituted "to commemorate the world's first Soviet manned flight into space" (the Decree of the Presidium of the Supreme Soviet of the USSR of April 9, 1962). Cosmonautics Day (celebrated as the World Aviation and Astronautics Day) received its international status in 1968 at the conference of the International Aviation Federation.
On Cosmonautics Day, all Russian regions hold festive events, arrange exhibitions and excursions, festivals and concerts, and children's art contests.
The postage stamp provides a portrait of Konstantin Tsiolkovsky and an image of a lifting off Angara-A5 launch vehicle against the background of the starry sky.
