The history of the Institute began in 1923, when a commission of scientists was formed to work on a “character research” of criminals. On June 14, 1923, a Resolution of the Presidium of the Mossovet was adopted to establish a Cabinet for the Research of the Personality of Criminals and Criminality. Its successful activities led to the establishment of the State Institute for the Study of Criminality and the Criminal, which began its work on October 1, 1925, under the NKVD of the RSFSR and became the chief criminological center of the country.
In 1991, the Institute was transferred under the supervision of the Supreme Soviet of the RSFSR and received its current name. Since 1993, it has been subordinated to the Government of the Russian Federation, with performance of duty to carry out studies in the field of legal support of the Government activities and scientific elaboration of draft laws submitted by the Government as a legislative initiative.
