The diplomatic relations between Russia and Azerbaijan were established on April 4, 1992. The fundamental document forming the legal and contractual basis of bilateral relations is the Treaty on Friendship, Cooperation and Mutual Security between the Russian Federation and the Republic of Azerbaijan (signed on July 3, 1997).

Azerbaijan is an important strategic partner of Russia. The principles of equality and good neighborliness, centuries-old traditions of friendship and mutual respect make the foundations of relations between the two countries. The development of interaction between the countries objectively contributes to strengthening the stability and security in the South Caucasus and the Caspian region.

The subject of the joint issue is national nature parks.

The postage stamp of the Republic of Azerbaijan features the Shirvan National Park.

The postal block of Russia provides images of the Samara Luka National Park, a fox as a symbol of the Park and a white-tailed eagle.

The Samara Luka is a unique area formed by a bend of the Volga River in its middle stream and the Usinsk Creek of the Kuibyshev storage lake. In 1984, National Park Samara Luka of about 131.9 hectares in area was established on this territory. It is distinguished by peculiar microclimate, specific landforms, amazing beauty of mountains, unique flora and fauna; it has a rich history and is of great scientific, nature-oriented and recreational significance. Presently, it is inhabited by a great variety of species of animals, some of them being registered in the Red Book of the Russian Federation; there are more than a thousand species of plants.
