Tsar Nicholas II has signed a manifesto which established the State Duma of the Russian Empire in the system of the state power on the 6th of August, 1905. The inauguration of the State Duma of the first convocation took place in St. Petersburg on the 27th of April, 1906. The main field of the State Duma activity is lawmaking. The Tavrichesky palace, a former prince Potemkin’s palace (1783-89, architect E.Je.Starov) where the State Duma sessions took place till February 1917 and the building of the present lower chamber of the Parliament at the corner of Okhotny Rjad and Tverskaja streets are depicted on the post set.
