The stamps feature Russian shipbuilders. Peter the Greate created the regular army and fleet. He established School of Mathematical and Navigation sciences in Moscow in 1701 and Navy Academy in St.Petersburg in 1715 for personnel navy training. He organized several geographic expeditions to explore north-eastern seas. He took part in the drafting the Naval Charter (1720) and Naval Order (1722). The stamp features the emperor and a sailing-vessel "Goto Predestination", as he took part in the development of the vessel project. The stamp also features K.A.Shilder, a military engineer, and the all-metal submarine which he constructed in 1834. I.A.Amosov, a general engineer, is featured against the first Russian screw frigate "Archimedes" built on the Okhtinsk shipyard in St.Petersburg. I.G.Bubnov, a professor and a constructor, is featured against the submarine "Bars". B.M.Malinin is featured against the submarine "Dekabrist". The stamp also features A.I.Maslov, a ship-builder and the main constructor of the first Soviet cruisers, against the cruiser "Kirov" rigged with the best modern military equipment and weaponry.
