At the request of the Senate, Peter I the Great declared Russia an empire in 1721, after winning the Northern War (1700-1721), and became the first Emperor of All Russia.

Up to the overthrow of monarchy in 1917, this title was held by 14 representatives of the most ancient noble family of the Romanovs. The power of the emperor was unlimited and extended to all the areas of the country and society. He was the supreme commander and was vested with the highest civil, legislative and executive powers.
