Vladimir Mikhailovich Petlyakov (1891 – 1942) was a Soviet aeronautical engineer.

He was born in Sambek, Rostov Oblast, on June 27, 1891.

In 1922, he graduated from Moscow State Technical University named after Bauman.

He was hired to work as a technician in the aerodynamics laboratory at Moscow State Technical University under the guidance of Nikolai Zhukovsky, while resuming his studies; after he worked at the Central Aerohydrodynamic Institute under the guidance of Andrei Tupolev. In 1936, he became a chief aircraft designer at the Kazan Aviation Plant.

Petlyakov was directly involved in organization and development of Soviet metal aircraft construction.

The Pe-8 and the Pe-2, the diva bombers, which were created under the direction of Petlyakov, showed high combat qualities during the Great Patriotic War (1941-1945).

The envelope with an original stamp features a portrait of Vladimir Mikhailovich Petlyakov against the background of aircraft drawings of the Pe-2 and a Soviet squadron of dive bombers Pe-2 in the sky.
