On November 17, 1923, the People's Commissariat of Internal Affairs of the RSFSR approved the Instruction to the District Supervisor. This regulatory legal document laid the foundation for the formation of the institution of district militia officers in the Russian law enforcement forces. The modern name – a community policeman - appeared in 2011, after the reformation of the system of the Ministry of Internal Affairs of the Russian Federation
Today, the Community Policemen Service occupies a central place in the system of internal affairs bodies.
At present, there are more than 48,000 community policemen in the internal affairs agencies of the Russian Federation. They work round the clock with the population in the territories under their jurisdiction, they are the first to come to the aid to people in time of need and are engaged in the prevention of domestic violence, child neglect, alcoholism and drug addiction.
