On September 25, a souvenir sheet dedicated to the 100th Anniversary of the All-Russian Society of the Deaf was put into circulation

The All-Russian Society of the Deaf is an all-Russian public organization of people with disabilities with complete or significant hearing loss. It was established on September 25, 1926.

The main objective of the Society is to express and protect the rights and legitimate interests of citizens of the Russian Federation with hearing impairments, their social rehabilitation and integration into society, and ensuring equal opportunities with other citizens.

The organization focuses on the issues of realization of civil rights, the accessibility for such people of information and various services, education and training, employment, high-quality medical care and social security, accessibility of social and transport infrastructure and of cultural institutions. The All-Russian Society of the Deaf provides assistance and support to people with hearing impairments, regardless of their membership in the Society.

The Society has 86 regional and 716 local branches throughout the Russian Federation. It has 170 regional and local social and cultural institutions.

The system of the Society encircles more than 350 club institutions, a Center for the Education of the Deaf and Sign Language in Moscow, 70 social rehabilitation enterprises of various profiles, and the only professional Mimicry and Gesture Theater in Russia. In 1992, the Russian Sports Union of the Deaf was established. The Society publishes the monthly magazine In One Line-Up (since 1933), the newspapers The World of the Deaf, Quiet News (both in Moscow), and The Wave (St. Petersburg).

Since 1955, the Society has been a member of the World Federation of the Deaf (WFD). Since 2007, the All-Russian Society of the Deaf has held a consultative status with the United Nations Economic and Social Council (ECOSOC).

The postage stamp provides an image of the emblem of the All-Russian Society of the Deaf; the margins of the souvenir sheet feature the emblem of the 100th Anniversary of the Society and archival photos: a meeting of the First Congress of the Society, workers of the sewing workshop of the Astrakhan regional branch of the Society, a march of deaf athletes, a demonstration of workers from the deaf-mute sewing factory, the building of the Theatre of Mimicry and Gesture, and education of the deaf. The margins of the sheet also feature the fingerspelling for the deaf.

In addition to the issue of the souvenir sheet, JSC Marka produced First Day Covers and a special cancel for Moscow.
