The event was held int the Mariinsky Palace in St. Petersburg. The cancellation ceremony was attended by Bella Cherkesova, a Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation; Kirill Zalessky, the Minister of Communications and Informatization of the Republic of Belarus; Khadzhimurat Khudaykuliev, the Minister of Communications of Turkmenistan; Sherzod Shermatov, the Minister of Digital Technologies of the Republic of Uzbekistan; Sadullo Isfandiyori, the Head of the Communications Service under the Government of the Republic of Tajikistan; Doszhan Musaliev, a Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan; Altynbek Toktorbaev, the Chairman of the Service for Regulation and Supervision of the Communications Industry under the Ministry of Digital Development of the Kyrgyz Republic; and Alexey Borodin, the Director General of the Regional Commonwealth in the Field of Communications.
The Regional Commonwealth in the Field of Communications (RCC) was established on December 17 of 1991 in Moscow. In October of 1992, in Bishkek (Kyrgyz Republic), the Heads of Governments of the CIS member states signed the Agreement on the Coordination of Interstate Relations in the Field of Postal and Electric Communications, which granted the RCC the authority of an interstate coordinating body in the field of electric and postal communications. In October of 2002, the Governments of the CIS countries decided to establish the Coordinating Council of the CIS member states on Informatization under the RCC - an interstate coordinating body in the field of information technology. The major objectives of the RCC are as follows: expansion of mutually beneficial relations between the RCC administrations in the harmonization of the development of networks and means of communication; coordination of issues in the field of science and technology policy, managing the radio frequency spectrum, tariff policy for communication services and mutual settlements, personnel training; interaction with international organizations in the field of communications and informatization, mutual information exchange, etc.
The postage stamps were issued in the framework of a joint issue by the Communications Administrations of the RCC member countries. The postage stamps feature the logo of the Regional Commonwealth in the field of Communications. The Design Artist of the Russian postage stamp is Sergey Kapranov; the Print Run is 96,000 copies. The Design Artist of the Belarusian postage stamp is Evgeniya Bedonik; the Print Run is 18,000 copies.
