The Presidential Foundation for Cultural Initiatives is a Russian non-profit organization established on May 17 of 2021, on the initiative of the President of the Russian Federation Vladimir Putin in order to provide support on a competitive basis for projects in the field of culture, the arts and creative industries implemented by non-profit organizations (with the exception of state institutions, state corporations, state companies and political parties), commercial organizations, municipal institutions and enterprises (with the exception of municipal state-owned institutions), as well as individual entrepreneurs. The projects of the participants must correspond to nine thematic areas defined by the organizers, namely: The Great Russian Word, The History of the Country: the History of Triumphs and Victories. Milestones, The Cultural Code, The Place of Power, A Multinational People, Young Leaders, We Are Together, A Nation of Creators and I Am Proud. Since 2021, the website of the Foundation has received more than 114,000 applications from creative teams across all regions of the Russian Federation.
The postcard features the flag of the Russian Federation, the logo of the Presidential Foundation for Cultural Initiatives, and the quote Where there is Russia, there is culture. The design is by Maria Miloradova. The Print Run of the postcard is 1,000 copies.
On May 18, 2026, the pre-stamped postcard went on sale in post offices throughout the country and the Collectioner show room chain.
