The event was attended by Colonel General Yuri Averin, a Deputy Director of the Federal Service of the National Guard Troops of the Russian Federation – Commander-in-Chief of the National Guard Troops of the Russian Federation; and Veronika Maksimenkova, the Director General of JSC Marka.
The Federal Service of the National Guard Troops of the Russian Federation was established on April 5 of 2016 on the basis of the Decree of the President of the Russian Federation "in order to ensure state and public security, and to protect the rights and freedoms of man and citizens".
The postage stamp features the emblem of the Federal Service of National Guard Troops of the Russian Federation; the margins of the souvenir sheet provide images of representatives of various professions within the Russian Guard Troops, as well as military equipment.
The face value of the souvenir sheet is 250 rubles; the Print Run is 16 thousand souvenir sheets. The design is by Artist Vladimir Beltyukov. In addition to the issue of the souvenir sheet, JSC Marka produced First Day Covers and special cancels for Moscow, St. Petersburg, Petrozavodsk, Kaliningrad and Tomsk.
On March 25, 2026, the souvenir sheets were put into postal circulation and went on sale in post offices throughout the country and the Collectioner show room chain.
