On December 9, an official ceremony took place of special cancellation of postage stamps dedicated to Heroes of the Russian Federation, participants in the special military operation

The event was held simultaneously in the Victory Museum on Poklonnaya Hill in Moscow, and in the House of Soviets in Kursk in the format of a videoconference. The ceremony in Moscow was attended by Aleksandr Sidyakin, the Head of the Central Executive Committee of the United Russia Party, a Deputy of the State Duma of the Federal Assembly of the Russian Federation, a coordinator of the Historical Memory federal party project; Lieutenant General Sergei Gusev, the First Deputy Head of the Main Military-Political Directorate of the Armed Forces of the Russian Federation; Colonel-General Yuri Averin, a Deputy Director of the Federal Service of the National Guard Troops of the Russian Federation – of the Commander-in-Chief of the National Guard Troops of the Russian Federation; and Dmitry Ugnivenko, a Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation. An address from Kursk was delivered by Alexander Khinshtein, the Governor of the Kursk Region.

At the today’s event, ten stamps were presented, which feature members of the Armed Forces, participants in the special military operation, who had been posthumously awarded the title of Hero of the Russian Federation:

Igor Kirillov (1970–2024), the Commander of the Radiation, Chemical and Biological Protection Forces of the Armed Forces of the Russian Federation, Lieutenant General, a Hero of Labor of the Russian Federation.

Artur Lapshin (1989–2023), a Deputy Commander of a special purpose intelligence group, Guards Warrant Officer.

Anderey Mosin (1984–2023), the Commander of a sniper rifle platoon, Guards Junior Lieutenant.

Maksim Peskovoy (1995–2022), the Commander of a reconnaissance company, Senior Lieutenant.

Aleksandr Perelygin (1976–2024), a Deputy Commander of a motorized rifle company for military and political work, Lieutenant.

Grigory Slugin (1995-2023), the Chief of Staff, a Deputy Commander of an assault combat battalion, Guards Captain.

Aleksandr Sokolov (2000-2022), a medical orderly reconnaissance man of a special forces group, Private First Class.

Denis Sorokin (1982-2022), the Commander of an assault combat battalion, Guards Lieutenant Colonel.

Marat Tibilov (1988-2025), the Commander of the special intelligence subgroup of the Special Forces group of the North Caucasus Military District of the National Guard Troops of the Russian Federation, Major.

Aleksandr Shishkov (1988-2022), a Deputy Commander of an assault combat battalion, Guards Major.

The postage stamps provide portraits of Heroes of the Russian Federation, battle scenes and the Gold Star Medal. The Print Run is 37.5 thousand each stamp. Artists: Vladimir Beltyukov, Ivan Ulyanovsky, Aleksandr Moskovets, Sergey Ulyanovsky, Maksim Podobed and Olga Savina.

Starting with 2012, JSC Marka has been annually issuing postage stamps of the Heroes of the Russian Federation series as homage and a tribute to the memory to Russian soldiers and officers for the accomplished feats. The common features of all those whom the issues of the series are devoted to are great courage, honor, a sense of duty and endless bravery, which forced them to perform a feat in the name of their people and Motherland. Great deeds of the Heroes of the Russian Federation will forever remain in the memory of their relatives, comrades-in-arms and friends, and will be inscribed in the history of philately of the Russian Federation.

Today, the postage stamps were put into postal circulation and went on sale in post offices throughout the country and the Collectioner show room chain.
