On July 8, an official ceremony took place of cancellation of a souvenir sheet dedicated to the 100th Anniversary of the All-Russian Society of the Blind

The event was held in the Column Hall of the House of Unions in Moscow. The cancellation ceremony was attended by Vladimir Sipkin, the President of the All-Russian Society of the Blind; Bekbolsun Alymbayev, a Deputy Chairman of the Public Association Kyrgyz Society of the Blind and Deaf; Ergash Norpulatov, the Chairman of the Central Board of the Society of the Blind of Uzbekistan; Kholmakhmad Tengniev, a Deputy Chairman for cultural-mass and ideological work of the Tajik Society of the Blind; Almat Nauryzbayev, the Chairman of the Central Board of the Kazakh Society of the Blind; and Sanjeet Kumar Jha, the President of the All India Federation of the Blind.

The postage stamp features the logo of celebration of the 100th Anniversary of the All-Russian Society of the Blind; the margins of the souvenir sheet feature images of the monument The Blind Listener — Defender of the Sky of Blockaded Leningrad by sculptor M. Tretyakova, a blind man with a guide dog, the Society's motto Equal Rights and Equal Opportunities, and the name of the theme in Braille. Design Artist is Aleksander Povarikhin. The Print Run is 22 thousand souvenir sheets.

On July 8, 2025, the souvenir sheets were put into postal circulation and went on sale in post offices and the Collectioner show room chain.

Traditionally, issues of the state valuable postal matter are timed to landmark historical, cultural and sport events, or are dedicated to state-run and public organizations, outstanding personalities and major backbone enterprises of the Russian economy.
