The event was attended by Colonel General Alexei Vorobyov, a Deputy Director of the Federal Service of the National Guard Troops of the Russian Federation - Commander-in-Chief of the National Guard Troops of the Russian Federation; Nurbagand Nurbagandov, a Deputy of the State Duma of the Federal Assembly of the Russian Federation, a Deputy Chairman of the State Duma Committee on Education; Lieutenant General Denis Ermakov, the Head of the Main Military and Political Department of the Federal Service of the National Guard Troops of the Russian Federation; Lieutenant General of Police Alexander Grishchenko, the Head of the Main Directorate of Non-Departmental Security of the Federal Service of National Guard Troops of the Russian Federation; and Artem Adibekov, the Director General of JSC Marka.
Magomed Nurbagandov (1985-2016) was an officer of the non-departmental security department of the Directorate of the Federal National Guard Troops Service in the Republic of Dagestan, Police Lieutenant. By the Decree of the President of the Russian Federation of September 21, 2016, for the courage and heroism demonstrated on the performance of military duty, Police Lieutenant Magomed Nurbagandov was awarded the title of Hero of the Russian Federation (posthumously).
The postage stamp provides a portrait of Hero of the Russian Federation Magomed Nurbagandov, a battle scene and the Gold Star Medal. the Print Run of the stamp is 40 thousand stamps. The design artists are Sergey Ulyanovsky and Ivan Ulyanovsky.
Starting from 2012, JSC Marka has been annually issuing postage stamps in the Heroes of the Russian Federation series as a tribute and a token of thanks to Russian soldiers and officers for the accomplished feats. The common features of all those whom the issues of this series are devoted to are great courage, honor, a sense of duty and endless bravery, which forced them to perform a feat in the name of their people and Motherland.
On March 26, 2023, the postage stamp was put into postal circulation and went on sale in post offices throughout the country and the Collectioner show room chain.
