The competition class was held from February 17 to 22 of 2025 in Uruguay during the World Philatelic Exhibition URUGUAY 2025. It was the first time such a competition was held on the Latin American continent.
Twenty-eight postal administrations from UPU member countries took part in the exposition. Russian philatelic exhibit The Beauty of Native Nature demonstrated thematic and narrative diversity, cultural orientation of output products, as well as high design skills and graphic art quality.

The International Competition Class for issuing postal authorities of UPU member countries and their territories was initiated in 2008; it allows stamp issuing postal authorities to exhibit a display containing stamps and other philatelic products (souvenir sheets, stamp sheets, booklets, postal stationeries, etc.). The competition rules were worked out by the Universal Postal Union and the International Federation of Philately. The aim of the competition is to demonstrate innovations in stamp production technology, to present new forms of issuance used to develop philately and maintain the public's interest in postage stamp collecting. Each of the presented exhibits is marked with special QR codes, which permit visitors to go over to the online stores of the operators and to the WNS website. Such competitions are open solely to postal authorities of UPU member countries registered in the WNS numbering system of the World Association for the Development of Philately (WADP).
The winners of the 20th competition will be identified after the remaining stages, which are scheduled for 2025 to be held during the major international philatelic exhibitions in Bern (Switzerland), Chicago (the USA) and Seoul (the Republic of Korea).
Russian exhibits successfully participated in all previously held competitions, in which they twice became the winner (in 2019 and 2022), and besides, repeatedly won prizes.
