The cancellation ceremony was attended by Anatoly Nazeikin, the Chairman of the Russian Trade Union of Communications Workers; Artem Adibekov, the Director General of JSC Marka; and Sergey Yeryomin, the Chairman of the Krasnoyarsk Community Regional Public Organization.
Vladimir Dolgikh was a Soviet and Russian political, party and public figure, an organizer of industry. He was a participant of the Great Patriotic War, and a Twice Hero of Socialist Labor (1965, 1984). Over the course of his long life, he was the Director of the Norilsk Mining and Metallurgical Combine (1962-1969), the Head of the Heavy Industry and Energy Department of the CPSU Central Committee (1976-1984), a Deputy of the Supreme Soviet of the USSR and RSFSR, a Deputy of the State Duma of the 6th convocation (2011-2013), a Member of the Federation Council of the Federal Assembly of the Russian Federation (2013-2018). Vladimir Dolgikh was honored with a large number of state and public awards.
Vladimir Dolgikh is an Honorary Power Engineer of the USSR and an Honorary Builder of Russia; he is an Honorary Citizen of the Krasnoyarsk Territory (2004), Norilsk (2009) and Moscow (2010). The regional technological lyceum in Istra of the Moscow Region bears his name (2023).
The Print Run of the illustrated pre-stamped envelope is 500 thousand pieces. The envelopes have already gone on sale in post offices and the Collectioner show room chain.
