Vdovin, the Chairman of the United Council of Veterans of the Central Apparatuses of Ministries and Departments of the Russian Federation.
Vladimir Matsnev (1924-2023) was a participant of the Great Patriotic War. He traveled a difficult but interesting labor road: he worked at the Moscow General Post Office, at the Central Research Institute of Communications, in the Main Directorate of Postal Communications of the USSR Ministry of Communications. In 1979, V. Matsnev was appointed the First Deputy Minister of Communications of the RSFSR. The main tasks in his work were the creation and development of the production base, introduction of equipment for rural telephone communications and broadcasting facilities, upgrading of facilities of area communication centers, replenishment of enterprises with mechanization and transport facilities. Besides, V. Matsnev is the author of numerous scientific publications and the Postal Communications handbook, one of the drafters of Federal Law On Postal Communications, the code of postal services, a set of normative legal acts to ensure the safety of postal items and money.
The postage stamp provides a portrait of Vladimir Matsnev against the background of the Central Telegraph building in Moscow. The Print Run is 90 thousand stamps.
On August 19, 2024, the postage stamp was put into postal circulation and went on sale in post offices and the Collectioner show room chain.
