On April 24, an official ceremony took place of commemorative cancellation of a stamp dedicated to Vladimir Lastochkin, a Hero of the Russian Federation, a major of police

The event was attended by Lieutenant General of Police Alexander Gurov, an Honored Lawyer of the Russian Federation, an Honorary Officer of the Ministry of Internal Affairs, a Doctor of juridical science; Police Colonel Mikhail Suntsov, the President of the League of Veterans of the Organized Crime Control Service, an Honorary Officer of the Moscow Criminal Investigation Department; Police Colonel Leonid Petrov, the President of the RUS’ Interregional Association for the Social Protection of Veterans and Employees of Special Units of Law Enforcement Agencies and Special Services; Vladimir Bulatov, the First Vice-President of the League of Veterans of the Organized Crime Combating Service, the Chairman of the Council of Veterans of the Main Directorate for Combating Extremism of the Russian Ministry of Internal Affairs; and Artem Adibekov, the Director General of JSC Marka.

Vladimir Lastochkin (1959-1995) was a criminal investigator of a special rapid response department of the Main Department for Security of the Ministry of Internal Affairs of Russia, a major of police. By the Decree of the President of the Russian Federation of August 1, 1996, Major Vladimir Lastochkin was awarded the title of Hero of the Russian Federation (posthumously) for courage and heroism displayed on the performance of a special mission.

The postage stamp provides a portrait of Hero of the Russian Federation V. Lastochkin, a combat scene and the Gold Star medal. The Print Run is 50 thousand stamps. The Design Artist is Sergey Ulyanovsky.

Starting from 2012, JSC Marka has been annually issuing a Heroes of the Russian Federation series of postage stamps as a tribute and gratitude to feats of Russian soldiers and officers. The people whom the issues in this series are dedicated to are united by great courage, honor, sense of duty and infinite bravery that made them go for a feat in the name of their people and Motherland.

On April 18 of 2024, the postage stamp was put into postal circulation and went on sale in post offices throughout the country and the Collectioner show room chain.
