The event was held in the framework of the opening of The Kurchatov-Alexandrov Effect exhibition in the State Central Museum of Contemporary History of Russia. The ceremony was attended by Mikhail Kovalchuk, the President of the Kurchatov Institute National Research Centre; Marat Kambolov, the Director of the Kurchatov Institute National Research Centre; and Academician Gennady Krasnikov, the President of the Russian Academy of Sciences.
Igor Kurchatov (1903-1960) was a physicist, a designer of the Soviet atomic bomb, an Academician of the USSR Academy of Sciences (1943) and the Academy of Sciences of the Uzbek SSR (1959), a Doctor of Physical and Mathematical Sciences (1933), a Professor (1935), a triple Hero of Socialist Labor (1949, 1951, 1954). He was the founder and the first Director of the Institute of Atomic Energy (1943-1960), one of the originators of the nuclear energy application for peaceful purposes. Kurchatov was a Winner of the Lenin Prize and four Stalin Prizes. He was also awarded five Orders of Lenin (1945, 1949, 1954, 1953, 1956), two Orders of the Red Banner of Labor (1944, 1945) and other awards.

Anatoly Aleksandrov (1903–1994) was a physicist, an Academician of the USSR Academy of Sciences (1953), a Doctor of Physical and Mathematical Sciences (1941), an educator, a Professor, a triple Hero of Socialist Labor (1954, 1960, 1973). Aleksandrov was the President of the USSR Academy of Sciences in 1975-1986; a Winner of the Lenin Prize (1959), the USSR State Prize (1984) and four Stalin Prizes (1942, 1949, 1951, 1953). He was one of the founders of the Soviet nuclear power industry. His main works were in the field of nuclear physics, solid-state physics, and physics of polymers. Since 1943, he participated in the development of atomic weapons. On Aleksandrov's initiative and with his participation, ship power plants for nuclear icebreakers Lenin, Arktika and Sibir were designed and constructed. He was also awarded nine Orders of Lenin (1945, 1949, 1953, 1954, 1956, 1963, 1975, 1978, 1983), the Order of the October Revolution (1971), the Order of the Red Banner of Labor (1945) and other awards.
The illustrated stamped envelope features a portrait of Anatoly Aleksandrov, formulae and an outline of the Arktika nuclear-powered icebreaker.

In May of 2023, the illustrated stamped envelopes were put into postal circulation and went on sale in post offices and the Collectioner show room chain.
