The postage stamp provides a portrait of Alexander Gorchakov.
The face value of the postage stamp is 63 rubles; the Print Run is 60 thousand. The stamp was designed by artists Alina Zoteeva and Roman Komsa.
On June 15 of 2023, the postage stamps were put into postal circulation and went on sale in post offices throughout the country and the Collectioner show room chain.
Traditionally, issues of the state valuable postal matter are timed to landmark historical events, or are dedicated to outstanding personalities, major backbone enterprises of the Russian economy, as well as state and public organizations.

In coordination with the Ministry of Foreign Affairs of Russia, postage stamps with other countries are in annual production in the framework of joint issues; since 2020, a special series of postage stamps, History of Russian Diplomacy, has been released.
