The competition rules were created by the Universal Postal Union and the International Federation of Philately. The aim of the competition is to demonstrate innovations in stamp production technology, present new forms of issuance used to develop philately and maintain the public's interest in postage stamp collecting. Such competitions are open solely to postal authorities of UPU member countries registered in the WNS numbering system of the World Association for the Development of Philately (WADP).
