The competition regulations were developed by the Universal Postal Union in association with the International Federation of Philately. The aim of the competition is to demonstrate innovations in stamp technology, present new forms of issuance used for the development of philately and maintaining the public's interest for stamp collecting. The participants in such competitions may only be postal administrations of UPU member countries registered in the WNS numbering system of the World Association for the Development of Philately (WADP).
