On September 28, an official ceremony took place of commemorative cancellation of a stamp dedicated to Sergei Perets, Hero of the Russian Federation, militia captain

The event was held in the Government of the Vologda region. The ceremony was attended by Victor Ryabishin, the Deputy Governor of the Vologda Region; Police Major General Victor Pesterev, the Head of the Department of the Ministry of Internal Affairs of the Russian Federation in the Vologda Region; Colonel Evgeny Lapeta, the Deputy Head of the Personnel Department of the Vologda Region Rosgvardia; Militia Major General Vladimir Kretov, the Chairman of All-Russian public organization Association of veterans of combat operations of internal affairs and internal troops of Russia; Colonel Vladislav Ushakov, a member of the Board of All-Russian Public Organization Association of veterans of combat operations of internal affairs bodies and internal troops of Russia; and relatives of Hero of the Russian Federation Sergei Perts.

Sergei Perets (1969-2002) was a commander of a motorized platoon of the Special Purpose Police Unit of the Department of Internal Affairs of the city of Cherepovets of the Vologda Region, militia captain, Hero of the Russian Federation. The Presidential Decree of November 8, 2003, awarded Captain Sergei Perets the title of Hero of the Russian Federation (posthumously) “for brave and decisive actions in the course of performance of official duty and combat tasks during the counter-terrorist operation in the Chechen Republic under conditions attended by a real risk to life, displaying courage and heroism, and saving the lives of the personnel”.

The postage stamp provides a portrait of Sergei Perets, Hero of the Russian Federation, a combat action scene and an image of a Gold Star Medal. The Print Run is 75 thousand stamps. The Design Artist is Nikolay Beltyukov.

Starting from 2012, JSC Marka has been annually issuing a Heroes of the Russian Federation series of postage stamps as a tribute and gratitude to feats of Russian soldiers and officers. The people whom the issues in this series are dedicated to are united by great courage, honor, sense of duty and infinite bravery that made them go for a feat in the name of their people and Motherland. Great deeds of the Heroes of the Russian Federation will forever remain in the memory of their relatives and friends, and will be inscribed in the history of philately of the Russian Federation.

Today, the postage stamp was put into postal circulation and went on sale in post offices throughout the country and the Collectioner show room chain.
