The VIII Congress of the Union of Philatelists Russian (UPR) took place in Moscow. The event was attended by Alexander Khinshtein, a Russian State Duma deputy, the Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications; Artem Adibekov, the Director General of JSC Marka, the Chairman of the World Association for the Development Philately (WADP) of the Universal Postal Union; and delegates from 25 regions of the Russian Federation. Greetings to the participants of the Congress were sent by Maxim Akimov, the Director General of JSC Russian Post.
Within the framework of the Congress, elections were held for the President, Vice-Presidents and members of the Presidium of the Executive Board of the UPR; besides, the participants familiarized themselves with the results of the activities of the organization for the review period and evaluated the activities of the Presidium of the Executive Board of the UPR.
Aleksey Borodin was elected the President of the UPR, S. Evtushenko, D. Ustinov, and K. Filobok were elected Vice-Presidents. L. Bakayutova, M. Dymshits, S. Krepostnov, V. Levandovskiy, and M. Malgin were elected members of the Presidium of the Executive Board of the UPR. At the suggestion of the delegates to the Congress, it was proposed to create a UPR Supervisory Board to support the activities of the Union; the work of the Board will be headed by Andrey Malakhov, a well-known TV journalist, producer and philatelist
In his speech, Alexander Khinshtein drew attention to the importance of the UPR social undertakings required for further development of patriotic conscience of Russians, and TV journalist Andrey Malakhov pointed out important issues of the formation of the youth philately line. Artyom Adibekov, the Director General of JSC Marka answered numerous questions of the Congress delegates and guests concerning the issuance of valuable postage matter of the Russian Federation and its circulation in the regions. All forum participants noted constructive and fruitful work of the VIII UPD Congress, as well as the importance and relevance of the targeted decisions.
