On February 17, two stamps dedicated to Alexander I. Otrakovsy and Igor S. Grudnov were put into postal circulation in the Heroes of the Russian Federation series

  

Alexander I. Otrakovsy (1947–2000) was the Chief of Coastal Defense Troops of the Northern Fleet of the Russian Navy, Major General. By the Decree of the President of the Russian Federation of March 28, 2000, for bravery, courage and selflessness in the elimination of unlawful armed groups in the North Caucasus Region, Major General A.I. Otrakovsky was awarded the title of Hero of the Russian Federation (posthumously).

Igor S. Grudnov (1958–2018) was the Commander of the Eastern District of the National Guard Troops of the Russian Federation, Colonel General. By the Decree of the President of the Russian Federation of February 29, 2000, for courage and heroism in the elimination of unlawful armed groups in the North Caucasus Region, Colonel General I.S. Grudnov was awarded the title of Hero of the Russian Federation.

The postage stamps feature portraits of the Heroes of the Russian Federation and Gold Star Medals.

In addition to the issue of the postage stamps, JSC Marka produced First Day Covers and special cancels for Moscow, St. Petersburg, Rostov-on-Don, Khabarovsk, and Murmansk.
