In August 1921, in order to provide all the necessary embassies of countries that maintain diplomatic relations with the Russian state, the Bureau for the Service of Foreigners or "Burobin"was established. It became the predecessor of the current Main Production and Commercial Department for the Service of the Diplomatic Corps under the Ministry of Foreign Affairs of the Russian Federation (GlavUpDK under the Ministry of Foreign Affairs of the Russian Federation).
In the following decades, the bureau successfully developed and effectively worked to create comfortable working conditions for foreign citizens who found themselves in our country on duty. In July 1947, Byrobin was transformed into the Department for the Service of the Diplomatic Corps of the USSR Foreign Ministry (UPDK), which in turn in 1988 became the Main Production and Commercial Department for the Service of the Diplomatic Corps under the Ministry of Foreign Affairs of the USSR, and then under the Ministry of Foreign Affairs of Russia.
The main activities of GlavUpDK are based on the fulfillment by Russia of its international obligations to host and maintain foreign representative offices accredited in Moscow.
The department has at its disposal more than 150 mansions, most of which are historical and cultural monuments of federal and regional significance.
Today, GlavUpDK consists of 5 branches and specialized structural divisions, whose services are used by more than 180 embassies and representative offices of international organizations, more than 100 media offices and more than 2,000 Russian and foreign companies.
The postage stamp depicts the main building of the GlavUpDK under the Russian Foreign Ministry in Moscow.
In addition to the issue of the postage stamp, the envelopes of the first day were issued and a special stamp was made for Moscow.
