On March 2, 1971, in compliance with the Decree of the Council of Ministers of the USSR, by order of the Ministry of Internal Affairs of the USSR, a military school of the Ministry of Internal Affairs was established in Novosibirsk. In May 1973, the school was reorganized into a military command college.
From 1992, in connection with the realization of reforms in Russia, the school became known as the Novosibirsk Higher Military Command School of the Internal Troops of the Ministry of Internal Affairs of Russia. In 1999, it was renamed into the Novosibirsk Military Institute of Internal Troops of the Ministry of Internal Affairs of Russia. In 2008, the Institute was named after General of the Army I.K. Yakovlev.
On April 5, 2016, in connection with the establishment of the Federal Service of the National Guard Troops of the Russian Federation on the basis of the Internal Troops of the Ministry of Internal Affairs of Russia, the Institute was renamed as the Novosibirsk Military Institute named after General of the Army I.K. Yakovlev of the National Guard of the Russian Federation.
In the course of its activities, the military institute has trained more than 8,500 college graduate officers for the internal troops, 187 officers were awarded with orders and medals.
The commemorative stamp on the postcard shows officers of the law enforcement forces of different times, the flag and emblem of the Russian Guard; the main image features a cadet at the main entrance to the Institute building near the bust of General of the Army I.K. Yakovlev.
In addition to the issue of the postcard with a commemorative stamp, JSC Marka will produce special cancels for Moscow, St. Petersburg and Novosibirsk.
