The participants in the ceremony were Vladimir Shelikhov, Deputy Head of the Federal Communications Agency; Police Colonel Viktor Podkolzin, Deputy Commander of the Central Regional Command at the National Guard of the Russian Federation; Konstantin Nikonov, Deputy Governor of Smolensk Oblast; Major General Vassiliy Salyutin, Head of the Smolensk Oblast Regional Office of the Ministry of Internal Affairs, and Lieutenant General Anatoly Shkirko, a board member of the Association of Combat Veterans of Russia’s Internal Affairs Agencies and Internal Troops.
The postage stamp depicts Alexey Bukhanov’s portrait and the Gold Star medal. In addition to the postage stamp, JSC Marka has produced an FDC and first-day cancellation postmarks for Moscow and Saint Petersburg. Circulation: 115 thousand stamps.
“Since 2012, the Federal Communications Agency and Marka joint-stock company have annually released postage stamps in the Heroes of the Russian Federation series as a tribute and gratitude to the Russian officers’ and soldiers’ heroic deeds. The Heroes of the Russian Federation all had great courage, honour, sense of duty and boundless valour that made them sacrifice their lives for the nation and Motherland. Alexey Bukhanov’s heroic dead will always be remembered by his family, friends and comrades-in-arms, and will go down in the Russian philatelic history”, said Deputy Head of Rossvyaz.
