April 21, an official cancellation ceremony of a souvenir sheet dedicated to the Association of Combat Veterans of Internal Affairs Agencies and the Internal Troops of Russia took place



The ceremony took place in the Vladimir Kikot Moscow University of the Ministry of Internal Affairs of Russia. Vladimir Kolokoltsev, Minister for Internal Affairs of the Russian Federation; Oleg Dukhovnitskiy, Head of the Federal Communications Agency; Vitaly Turbin, Chair of the Board of Association of Combat Veterans of Internal Affairs Agencies and the Internal Troops of Russia; Aleksandr Chekalin, the First Deputy Chair of the Federation Council Committee on Defense and Security, and Ivan Shilov, Assitant to the Minister for Internal Affairs of the Russian Federation and the Chair of the Russian Council of Veterans of Internal Affairs Agencies and the Internal Troops of Russia, took part in the event.

The All-Russian Non-Governmental Organization “Association of Combat Veterans of Internal Affairs Agencies and the Internal Troops of Russia” was founded on 28 April 1992. The association unites members, servicemen and pensioners of internal affairs agencies of the Ministry of Internal Affairs of Russia and Federal National Guard Troops Service of the Russian Federation that took part in battle actions, including those in the reserve and resigned. Currently, the association comprises more than 500,000 people in 74 regional offices and 2 branches.

The Association’s overarching mission is to provide social support and legal defense to veterans and the disabled persons that took part in armed conflicts within Russia and in foreign countries, as well as to their family members. The organization’s main tasks are to strengthen and develop veteran movement, to create laws and regulations aimed at protecting veterans and their family members, to immortalize names and deeds, to sponsor patriotic upbringing of the youth and many more.



“The Federal Communications Agency together with Joint-Stock Company “Marka” have been maintaining close ties with the Association for many years. We take part in patriotic events, and develop interest for philately through their regional clubs, orphan asylums and libraries. The souvenir sheet brandishing the logo of the Association will forever retain the memory of the today’s event”, said Mr. Dukhovnitskiy.



Additionally, JSC “Marka” has manufactured first day covers and a first day postmark for Moscow, as well as two types of illustrated covers — one containing the souvenir sheet and first day covers with cancellation (Moscow), and the other with the numbered souvenir sheets with gold foiling inside.
