The ceremony took place in the headquarters of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS) located in Tauride Palace in the historic center of St Petersburg. The Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS) was created on 27 March 1992. It is an interstate body of the Commonwealth of Independent States. The IPA CIS is an international organization comprising the parliaments of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan and Ukraine. The overarching mission of the IPA CIS is law-making and alignment of national laws in the CIS, as well as developing legal foundation of the common economic area in the CIS, as well as legal support of the free trade zone

The postage stamp features the Tauride Palace and IPA CIS logo. Additionally, JSC “Marka” has manufactured first day covers and special cancellation postmarks for Moscow and St Petersburg.
