February 27, an official cancellation ceremony of a postage stamp dedicated to the office of the High Commissioner for Human Rights in the Russian Federation took place



Vladimir Shelikhov, Deputy Head of the Federal Communications Agency; Tatyana Moskalkova, High Commissioner for Human Rights in the Russian Federation; and Oleg Mironov, the first High Commissioner for Human Rights in the Russian Federation, took part in the event.

The office of the High Commissioner for Human Rights in the Russian Federation was established by the Federal Constitutional Law “On the High Commissioner for Human Rights in the Russian Federation” dated 26 February 1997 with the aim to ensure the state protection of civil rights and freedoms, their observance and respect thereof by state authorities, local self-government bodies and government officials.

The High Commissioner for Human Rights in the Russian Federation is a public authority promoting protection of human rights and freedoms by defending and providing qualified legal assistance.



“The Federal Communications Agency together with Joint-Stock Company “Marka” annually issue various philatelic products dedicated to state and public organizations. I am sure the stamp dedicated to the High Commissioner for Human Rights in Russia will become unique, a philatelic rarity among collectors of the whole world, and will preserve memory of the today’s event”, said Mr. Shelikhov.

The postage stamp features the logo of the High Commissioner for Human Rights in the Russian Federation. Additionally, JSC “Marka” has manufactured a first day cover and postmark for Moscow.
