The ceremony took place in Rostov-on Don today. General Lieutenant Igor Grudnov, the First Deputy Commander of the North-Caucasus Regional Command of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation; Major General Vladimir Ignatyev, the Deputy Commander for Moral Affairs of the Volga Regional Command of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation; Vadim Artyomov, Deputy Governor of Rostov Oblast, Chief of the Government Staff of Rostov Oblast; Colonel General Anatoly Shkirko, Member of the Board of Association of Combat Veterans of Internal Affairs Agencies and the Internal Troops of Russia; and Artyom Adibekov, FSUE PTC “Marka” Director General, took part in the event.
In 1996, Major General Nikolai Skrypnik, the First Deputy Commander of the North-Caucasus District of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation, was awarded a title of the Hero of the Russian Federation (posthumously) for courage and heroism shown during a counter-terrorism operation. On 11 July 1996, the armored personnel carrier he was riding in while inspecting the units blocking a settlement was blown up. Nikolai Skrypnik was mortally wounded and died in hospital.
The postage stamp features a portrait of the Hero of the Russian Federation and the Gold Star Medal.
FSUE PTC “Marka” supervised by the Federal Communications Agency has been issuing the
Heroes of the Russian Federation stamp series since 2012. Twenty-five stamps, the total printrun of which amounts to 5,700,000 copies were released into the postal circulation. The next five stamps of the series are to be released in 2017.
“The stamp dedicated to the Hero will be included into Russian and international catalogs, as well as philatelic collections. Let the heroic deed of Major General Nikolai Skrypnik become an example of audacity, courage, valor and selfless service to Russia for all service personnel”, said Mr. Adibekov.
