On May 16, Oleg Dukhovnitskiy, Head of the Federal Communications Agency, presented a certificate for one million cancelled postage stamps of the Russian Federation issued from 1992 to 2001 to the management of the Association of Combat Veterans of Internal Affairs Agencies and the Internal Troops of Russia.
Artistic stamps split by subject collections (space, sports, fauna, flora, transport, art, etc.) will be donated to local philatelic clubs of the Association members, orphan homes and libraries; they will also be used to decorate exhibitions and stands during activities for military-patriotic education of cadets and military students of the Ministry of Internal Affairs educational institutions.
