March 24, an official cancellation ceremony of a postage stamp dedicated to Captain Dmitry Serkov, a Hero of the Russian Federation, took place

Colonel General Viktor Zolotov, the First Deputy Minister of Internal Affairs - Commander-in-Chief of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation; Oleg Dukhovnitskiy, Head of the Federal Communications Agency; Colonel General Anatoly Shkirko, Member of the Board of Association of Combat Veterans of Internal Affairs Agencies and the Internal Troops of Russia (Deputy Minister of Internal Affairs - Commander-in-Chief of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation 1995-1997); and Galina Melikova, the mother of Dmitry Serkov, took part in the event.



Captain Dmitry Alexandrovich Serkov (1981–2007) was the commander of a Vityaz special purpose unit assault team of Dzerzhinsky Independent Operational Purpose Division of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation. A title of the Hero of the Russian Federation was awarded (posthumously) for courage and heroism shown while fulfilling military duty in the North Caucasus region. On 2 August 2007, Dmitry Serkov personally headed a reconnaissance and tracking operation to detect an armed group as part of a special mission. During a skirmish, he sustained multiple gunshot wounds and fell in battle saving the lives of his subordinates.



The postage stamps feature a portrait of Dmitry Serkov and the Gold Star Medal against the background composition representing the occupation of the Hero.



“The memory of Dmitry Serkov’s heroic deed will live on for centuries. His image will forever be preserved on the postage stamp, which will be included in all international and Russian philatelic catalogs. His image will personify bravery, valor and selfless service to Russia for all service personnel”, said Mr. Dukhovnitskiy.
