September 21, a cancellation ceremony of a postage stamp dedicated to the Federal Antimonopoly Service was held in Moscow



The participants of the ceremony were Oleg Dukhovnitskiy, Head of the Federal Communications Agency and Igor Artemyev, Head of the Federal Antimonopoly Service.

Oleg Dukhovnitskiy said in his welcoming speech: “It is a great pleasure that the image of the Federal Antimonopoly Service entered into the history of philately to its’ 25th anniversary. This stamp will be not only for sending a correspondence, but also will have the philatelic value”.



The Federal Antimonopoly Service (FAS Russia) is the federal-level executive governmental organ responsible for the adoption of regulations, control and supervision over compliance with legislation in the field of competition in product markets, the protection of competition on the financial services market, activity of subjects of natural monopolies and advertising.

Russia deserves its repute of one of the founders of international antimonopoly legislation. Back in 1845, the Emperor Nicholas I enacted «Code of Criminal and Correction Remedies», where 3 corpus delicti of a crime in regard to cartels and price-fixing agreements of producers and traders were established.

The country celebrates the 25th anniversary of present-day antimonopoly regulation. The history of antimonopoly regulation in Russia dates back to July 14, 1990, when the predecessor of the FAS Russia — the State Committee of RSFSR for Antimonopoly Policy and Support of New Economic Structures (GKAP Russia) – was established. In 1992, the RSFSR in the title was replaced by the Russian Federation, and in 1997, the authority became the State Antimonopoly Committee (SAC Russia). In 1998, the Ministry of the Russian Federation on Antimonopoly Policy and Support to Entrepreneurship (MAP Russia) was established. Finally, in 2004, a new chapter has been opened in the history of Russian antimonopoly policy: the FAS Russia was established.



This 25 years of huge work resulted in changes in production relations in the entire sectors of the economy and recognition of the Russian antimonopoly policy as compliant with the high global standards.

The stamp depicts the emblem of the Federal Antimonopoly Service and the building of FAS located on Sadovo-Kudrinskaya Street.



An illustrated cover with one stamp and an FDC with cancellation (Moscow) inside will be prepared in addition to the issue of a postage stamp by FSUE “Marka” Publishing and Trading Centre.
