The participants of the event were Oleg Dukhovnitskiy, Head of the Federal Agency of Communications and Tatyana Golikova, Chairman of the Accounts Chamber of Russia.
In his welcoming speech, Oleg Dukhovnitskiy noted that the issue of a postage stamp is specially timed to coincide with the 20th anniversary of ministry: "Over the years, the Accounts Chamber of Russia was held as an effective universal body of state financial control.
It is hard to overestimate the role and importance of work of the Accounts Chamber. A reliable and efficient activity of establishment for two decades helps to ensure the financial stability in Russia. I sincerely congratulate the staff of the Accounts Chamber of the Russian Federation on this remarkable date".
Tatyana Golikova expressed the gratitude to the Federal Communications Agency for the issue of postage stamps, as well as a confidence that the postage stamps will be in high demand among the population and occupy a worthy place in the collections of philatelists”.

A series of postage stamps dedicated to the ministries and departments of the Russian Federation issued from 2002. The Ministry of Internal Affairs of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, the Russian Defense Ministry were already presented on postal miniatures. Now the series has been completed with a postage stamp dedicated to the Accounting Chamber.
