The issue date for the postage stamp “Latin American Politicians. Hugo Rafael Chavez Frias” is to shift to July 28.



Hugo Rafael Chavez Frias (1954–2013) was the President of Venezuela from 1999 until 2013 and the leader of the United Socialist Party of Venezuela from 2007 till 2013.

In 1982 Chavez started the COMACATE underground organization together with his comrades-in-arms. He led an unsuccessful coup d’état on February 4, 1992 and had to surrender and was imprisoned. In 1994 Chavez was released by the President Rafael Caldera to found in the Fifth Republic Movement

At the parliamentary election in November 1998 Hugo Chavez was supported by the Patriotic Pole coalition together with various left and populist parties. Later that year Chavez won the presidential election with over 55% of the vote, however his coalition did not have the majority in the National Congress.

Chavez was often severely criticized, primarily by representatives of the high and middle-class society. His opponents accused him of neglecting electoral legislation, abusing human rights and political repressions, profligacy and financing the Cuban government. The called Chavez a “new-type dictator”. Despite all that, however, Chavez remained extremely popular and won presidential elections four times in a row, last time – in October 2012 with a mandate to govern the country till 2019.

The postage stamp depicts Hugo Chavez’s portrait against the waving flag of the Bolivarian Republic of Venezuela.

A FDC with cancellation (Moscow) has been prepared for the release.

July 31, four postage stamps in the series “History of World War I” are to be released in to circulation



Osovets  is a Russian fortress located 50 km from Belostock. In the period 1914–1915 it was attacked three times by the German troops who used among other things chemical weapons. The Russian Army defeated all assault attempts and withstood a 190-day siege.

The Brusilov Offensive – in 1916 the Russian Army under the command of General A.A. Brusilov  inflicted a serious defeat on the Austro-Hungarian and German forces and liberated a large territory of the Western Ukraine during a military operation called the Brusilov Offensive.

Russian Expeditionary Force was a military force of four special infantry brigades of the Russian Army who were sent to France and Macedonia in 1916.

Erzurum Offensive was a major offensive by the Imperial Russian Army at the beginning of 1916 in the Caucasus Front. During the military campaign the Russian troops cut to pieces the Third Turkish Army and captured the enemy’s important defense centre – the Erzurum Fortress.

The postage stamps depict against military maps: the Russian forces executing a counterattack after the enemy’s use of chemical warfare agents; a captured cannon of the Turkish Army after the seizure of the Erzurum Fortress; General A.A. Brusilov with staff officers; Russian soldiers at the front in Champagne (France).

An illustrated cover has been prepared for the release with four postage stamps inside and FDCs with cancellation (Moscow, Saint Petersburg).
