(Within the frames of joint collaboration between the Russian Federation and the Republic of Azerbaijan) 6th May the new stamp of the Cavaliers of the Order of the St. Andrew the First-Called series is issued which is devoted to Heydar Alirza oglu Aliyev -  politician and the third President of Azerbaijan from 1993 to 2003.

Heydar Alirza oglu Aliyev was an outstanding politician and eminent public figure. He was acting as President of Azerbaijan from 1993 to 2003, was twice awarded as a Hero of Socialist Labor (1979, 1983). Mr. Aliyev was a Chairman of the KGB affiliated to the Council of Ministers of Azerbaijan Soviet Socialist Republic (1966–1969), First Secretary of Central Committee of the Communist Party in Azerbaijan Soviet Socialist Republic (1969–1982), acted as a member of Political Bureau of Central Committee of the Communist Party of the Soviet Union since 1982, First Deputy Chairman of Council of Ministers of USSR and Brigadier General of KGB. He resigned in 1987. After his return to Azerbaijan  in July 1990 Mr. Aliyev was elected as a deputy to the Supreme Soviet of Azerbaijan Soviet Socialist Republic, then Chairman of Supreme Majlis of the Nakhchivan Autonomous Republic (1991–1993) and finally the President of Azerbaijan (1993–2003).


In 2003 he was decorated with the Order of the St. Andrew the First-Called for the great contribution to consolidation and cooperation between the peoples of Russia and Azerbaijan.


The stamp depicts the portrait of Mr. Aliyev and the  Order of the St. Andrew the First-Called.
