Spartak Mishulin (1926–2005) was a Soviet and Russian theatre and film actor, an Honored Artist of the RSFSR, a People's Artist of the RSFSR, a Laureate of the State Prize of the Russian Federation.

Spartak Mishulin was born on October 22, 1926, in Moscow. In 1941, he entered the art special school in Anzhero-Sudzhensk. In 1948, after a failed attempt to enter GITIS, he was sent to the auxiliary company of the Drama Theatre of the city of Kalinin. In 1960, after tours of the Kalinin Regional Drama Theatre in Moscow, he was invited to three theatres in the capital at once: the Lenin Komsomol Theatre, the Central Theatre of the Soviet Army and the Satire Theatre. Having chosen the Moscow Academic Satire Theatre, he served there continuously for forty-five years (1960–2005) until the last days of his life.

Wide fame was brought to the actor by the first episodes of the variety and entertainment humoristic TV show of the Central Television of the State Television and Radio Broadcasting of the USSR Cabaret "13 Chairs", released in 1966, in which he played the role of Pan Director for the following fourteen years. One of the longest-running roles of S. Mishulin in the theatre was the role of Carlson in the play The Kid and Karlson Who Lives on the Roof (1968) directed by Margarita Mikaelyan on the stage of the Satire Theatre, which became the actor's "calling card".

The commemorative stamp provides a portrait of S. Mishulin against the background of a film strip; the main image features a frame from the film White Sun of the Desert (Film Studio Mosfilm, director V. Motyl, 1970).
