Heydar Alirza oghlu Aliyev was a Soviet and Azerbaijani State, Party and political figure, the third President of Azerbaijan (1993-2003), twice Hero of Socialist Labor (1979, 1983).
Aliyev was born on May 10 of 1923 in the city of Nakhichevan. In 1957, he graduated from the Faculty of History of the Azerbaijan State University. In 1941-1944, he worked in the NKVD of the Nakhichevan ASSR, then in the Sovnarkom (Council of People’s Commissars) of this Republic, and from May of 1944, in state security bodies of the Azerbaijan SSR. In 1964, he became a Deputy Chairman and in 1967, the Chairman of the State Security Committee under the Council of Ministers of the Azerbaijan SSR.
In July 1969, Aliyev was appointed First Secretary of the Central Committee of the Communist Party of Azerbaijan. In 1982-1987, he worked as a First Deputy Chairman of the USSR Council of Ministers; during the same time, since 1986, he held a post of the Chairman of the Bureau of the USSR Council of Ministers for Social Development. Aliyev was elected deputy of the 8th-9th Supreme Soviet of the USSR. On October 3, 1993, presidential elections were held in Azerbaijan, and Heydar Aliyev was the winner. He restored Azerbaijan's membership in the CIS. Owing in no small way to Heydar Aliyev, Azerbaijan today is an important strategic partner of Russia. The principles of equality and good neighborliness, century-old traditions of friendship and mutual respect make the basis of relations between the two countries. The development of interaction between the countries intrinsically contributes to strengthening stability and security in the South Caucasus and the Caspian region.
