A Special Purpose Garage was instituted on the Resolution of the Council of People's Commissars of January 5, 1921. At different times, the Garage fleet consisted of models of both foreign and domestic manufacture.
Currently, the Special Purpose Garage is a structural subdivision of the FSO (Federal Protective Service) of the Russian Federation. The personnel of the Garage ensure safe transportation of the President and the Chairman of the Government of the Russian Federation, the heads of both Houses of the Federal Assembly of the Russian Federation, and the leaders of all foreign countries who are on a visit in Russia.
The postal stamps provide images of the following cars of top public officials:
— ZIL-111A that was a personal transport vehicle of the First Secretary of the CPSU Central Committee N.S. Khrushchev in the years of 1959-1963;
— ZIL-114 that was a personal transport vehicle of L.I. Brezhnev in the years of 1967–1978;
— ZIS-115 that was a personal transport vehicle of I.V. Stalin in the years of 1950–1953;
— Aurus Senate Limousine that is the main official car of the President and Prime Minister of the Russian Federation.
