The office of the High Commissioner for Human Rights in the Russian Federation was established by the Federal Constitutional Law “On the High Commissioner for Human Rights in the Russian Federation” dated 26 February 1997 with the aim to ensure the state protection of civil rights and freedoms, their observance and respect thereof by state authorities, local self-government bodies and government officials.
