The telephone communication has been one of the main means of communication since the end of the 19th century. The commercial activity, the functioning of state establishments, of the army and of the police and even ordinary human communication started to be carried out with the help of telephone. The first city telephone stations appeared in Saint Petersburg, in Moscow and in Odessa in 1882, and they appeared in Kiev in 1885. The Moscow telephone station using 1 wire telephone switchboard had achieved a capacity of 60 000 telephone numbers by 1916. The State started to control the telegraph communication in 1881 when the Government approved "The main conditions of organization and exploitation of the city telephone communication.
