The International Polar Year (2007-2008) is a wide-ranging international porgramm of polar research, which is carried out in accordance with the decisions of the International Council for Science and of the International Meteorological Organization. The International Polar Year (IPY) was carried out with only 12 participating countries in 1882-1883 for the first time. But the first scientific polar stations – 13 in the Arctic Zone and 2 in the Antarctic were created just then. Multiple International National Scientific Organizations (more than 50 countries) supported the initiative of conducting the forth IPY and took part in scheduling the plans. The development of polar research thanks to the realization of new initiatives as well as attracting the interest of the public to polar research are among the main aims of the IPY. The floating polar stations "The North Pole", the researches of the ice surfaces, the cultural and the natural heritage of the Artic are depicted on the stamps.
