On 6 May 1922 at the meeting of the chiefs of the State political directorate of the RSFSR the decision was adopted that a special subunit to strive against foreign espionage should be established – the 5th counter-intelligence agency and its on-the-spot machine. The first chiefs of the agency were F. Dzerzhinsky, V. Menzhinsky and A. Artuzov. The agency strove against the undermining activities of foreign intelligence and foreign emigrant centres, against political racketeering, illegal trade illegal crossing the borders.
