The Interparliamentary Assembly of CIS Member Nations was established on March 27, 1992, and is an interstate body of the Commonwealth of Independent States.
The postage stamp provides an image of the Tavricheskiy Palace and the IPA CIS emblem.
The composition of the souvenir pack in cover “30th Anniversary of the Interparliamentary Assembly of the Member States of the Commonwealth of Independent States” (overprint) is included: the stamp sheet with 15 stamps with overprint of the new denomination on the postage stamp №2204 and inscription “The Interparliamentary Assembly of the Member States of the Commonwealth of Independent States” on the margins of the stamp sheet.
