V. Bugaenko graduated from the Kharkov Higher Military Command and Engineering School, the F.E. Dzerzhinsky Military Artillery Academy with a degree in “radio engineering complexes for space communications,” and advanced courses at the Military Academy of the General Staff of the Armed Forces of the Russian Federation. He served in the Strategic Missile Forces and the Military Space Forces of Russia in various engineering and command positions related to the organization of communications and the control of communications spacecraft.

Since 2000, V. Bugaenko worked at the Ministry of Communications and Information Technology (a deputy head, the head of the department for communications and information technology supervision). Since 2004, he headed the Federal Service for Supervision of Communications. He was one of the drafters of the Communications Act. In 2007, Valery Bugaenko was appointed head of the Federal Communications Agency (Rossvyaz).

Under the direction of V. Bugaenko, a reform of the state supervision system in the field of communications and information technology was carried out. The development of Russian electrical and postal networks was in progress, and a modern telecommunications infrastructure was under construction as part of the implementation of federal target programs.
